What do I need in order to drive a jet ski?

Well my cousin has jet skis and she's 25, has a car license and is responsible but she still had to get a water boat license. Im 13 and obviously don't have a car license, so can i just get a water boat license and ride a jet ski or do i need to be a certain age, and have a car license to get a water boat license? So basically....what are the rules in NY in order for me (a 13 year old) to ride a jet ski? What is the "test" you have to do to get a water boat license? And if i do get my water boat license can i ride the jet ski without an adult? Or at least can i drive it with the adult on the back?
